The project carried out onsite for Fingal Community, Culture & Sports (CCS) Department over five months, involved the consolidation of distributed stand-alone data repositories of inconsistent structure and content, mainly Access based, into a single, centralised Database. Following initiation of this project, TEKenable reviewed the existing requirements and technical architecture as provided as part of the RFT documents and internal CCS documentation. Strong emphasis was placed on meeting and interviewing the key stakeholders and users of the system as part of this analysis phase. This allowed TEKenable to clearly understand the business and system processes for data collection and management within CCS, distributed technical layout of information at project start and the final goals and aspirations of the completed project.
Key Users of the new system include Fingal Development Board, Fingal Sports Partnership, Fingal Arts, Fingal Community Forum and Fingal Volunteer Centre, which are distributed across multiple physical locations. Based on this user group, TEKenable identified that this system would be used by a broad range of users with differing levels of technical literacy requiring different levels of access and forms of information.
With the broad range of users, issues of Data Protection and Personal Data Privacy arose as part of this project implementation. Certain information needed to be partitioned from core system data (i.e. Volunteer Centre Information was not available to other users outside Fingal Volunteer Centre) and certain personal information needed to be masked and available only to responsible internal CCS personal, information called “Private to Officer”, (i.e. certain Community Officers could only access sensitive personal information, in the case of drug rehabilitation groups, etc).
Other project issues included Geo-Directory integration, DED Mapping and role based security, all assessed, managed and resolved in conjunction with the key stakeholders within CCS. Following completion of the CCS Data system, the vision of CCS is to allow for the rollout of certain information to the general public via the Internet. Due to this project’s design, development approach and technologies utilised, this process will be easily achievable.
We have implemented the CCS Data system on a centralised Internet based platform using Windows 2000 Server, running IIS and using MS SQL Server 2000 for the system database. The user interface ran with IE 5 and upward using ASP and JavaScript to capture user interaction and create dynamic user content. This allowed for a centralised system accessible by all users via the Internet, requiring little extra training for the end user.
The application is build on the TEKenable framework library, which provides a wealth of functionality ranging from user management and encryption through to workflow and reporting capabilities. Using the framework can greatly accelerate the delivery and increase the quality of application delivery.
